A former Maui resident who arrived Tuesday at Kahului Airport from San Francisco without a negative pre-travel COVID-19 test or an approved location to quarantine was arrested Thursday for violating state and county emergency travel rules, according to Maui police.

Debra Brooks, 67, was taken into police custody upon arrival and has since voluntarily elected to leave Maui and made arrangements for a location to quarantine on Oahu, police said.

In a separate case, police arrested Maui resident Phillip Baloran, 64, on Tuesday for violating travel rules and falsifying unsworn documents to authorities.

Police said Baloran arrived on Maui from San Francisco Dec. 11 without a negative test result and was subject to quarantine until his scheduled departure last Monday. Baloran checked himself into a hotel to quarantine but checked out the next day, providing hotel staff with a Wailuku address where he would be staying.

Follow-up checks determined he was not at the given address. The homeowner there told investigators that Baloran was being allowed to quarantine at the residence but had left the home multiple times.

Baloran was located by investigators and placed under arrest, with bail set at $4,000.
