A 2.7-acre property next to Foodland on the North Shore is home to seven food trucks, a surfboard rental shop, a swimwear concession, a real estateoffice and temporary restrooms. The city has fined the landowner more than $45,000 and said all commercial operations on the site are not permitted.Some area residents complain that the businesses have created parking and traffic congestion and dangers with pedestrians crossing the highway.
