Mayor Kirk Caldwell appointed former Bank of Hawaii executive Peter Biggs as deputy director of the city Department of Budget and Fiscal Services on Thursday. Biggs starts today and replaces Gary Kurokawa, who was tapped to serve as Caldwell’s chief of staff.
Biggs worked at Bank of Hawaii from 2000 to 2016 as vice chairman, chief retail officer and senior executive vice president, according to a city press release. He also worked at Bausch & Lomb Inc. and M&T Bank in New York, and at Saudi Cairo Bank in Saudi Arabia. He earned degrees from the University of Pennsylvania and the University of Rochester with concentrations in finance, applied economics and marketing.
Kurokawa, who prior to being deputy budget director worked as administrator of the city’s Real Property Assessment Division, replaces Ray Soon. Soon, who served as Caldwell’s chief of staff for about three years, announced his retirement last month.

Head-on collision on highway claims fatality No. 3, a child
A third victim has died following a head-on collision on Kuhio Highway in Kealia.
The Kauai Police Department said 2-year-old Kawainakoa Camat died Sunday morning at The Queen’s Medical Center on Oahu.
According to police, a Nissan Cube driven by a 28-year-old Kapaa man was heading south on the highway, in an area fronting St. Catherine Cemetery, when it apparently crossed the centerline and collided with a delivery truck shortly before 9 a.m. Friday.
The driver of the Nissan, Markis Carveiro of Kapaa, died at the scene. Ashley Gorospe, a 26-year-old female passenger from Kapaa, was transported to Wilcox Medical Center, where she was later pronounced dead.
The 2-year-old boy, who was riding in the front passenger seat, was flown to Queen’s in critical condition. His mother remains in critical condition at Queen’s.
The driver of the truck, a 54-year-old Kapaa man, was not seriously hurt.

6 drifting paddlers are rescued after outrigger canoe capsizes
Lifeguards and fire rescue personnel rescued six people adrift after their outrigger canoe capsized a mile off Kanaha Beach Park.
The crew of a passing boat reported seeing the empty canoe at about 2 p.m. Saturday.
Lifeguards used watercraft to search the area. They were assisted by a Maui Fire Department helicopter crew that eventually spotted the six paddlers — four men and two women — downwind from the canoe.
The paddlers were transported to shore via watercraft and helicopter by 2:40 p.m.
The paddlers told officials that they were headed from Maliko Bay to Kahului Harbor when a large wave overturned their craft.
A 69-year-old Kihei man was injured in the incident and was taken to Maui Memorial Medical Center in stable condition.
