Maui police arrest California woman, 52, for violating quarantine orders over the weekend

Maui police arrested a California visitor over the weekend for allegedly violating the mandatory, 14-day quarantine rule after she posted photos of herself visiting the isle on social media.

Police arrested California resident Colleen Proppe, 52, at about noon on Saturday in Spreckelsville for two counts of violating rules and orders and unsworn falsification to authorities.

Officials said Proppe arrived at the Daniel K. Inouye International Airport Honolulu airport from Dallas-Fort Worth International Airport on Nov. 7. She stayed in Honolulu for one night and flew to Kahului Airport the next day.

Upon arrival, she was not exempted under Safe Travels Hawaii, the state’s pre-travel testing program, and therefore, not permitted to bypass the quarantine. Proppe also failed to complete a mandatory travel and health form, and did not check into her listed quarantine lodging location.

Proppe was charged, police said, and her bail set at $6,000. As of Monday morning, she remained in police custody.

“Please remember, even in paradise, there is COVID-19,” said the Maui Police Department in a news release. “We are reminding visitors and returning residents to Maui County, to complete the [Safe] Travels Application, and visit mauicounty.gov for the latest travel requirements.”
