Mayor Kirk Caldwell said Thursday that he respects First Amendment rights after 28 demonstrators were arrested at Waimanalo Beach Park.

                                Honolulu police Thursday surrounded the protesters and zip-tied their hands as they sat on the road. A construction vehicle was escorted into the park immediately afterward.
