About six months ago there was quite a stir about the conditions of our roads here on Oahu and the mayor’s push to improve them. One of the featured news items was the resurfacing of Kapiolani Boulevard. Well, the city started to get the project underway, but today the road is but one-third finished, meaning only a third of the lanes are completed.
It has been months since I have seen construction crews working on this section of the road. Is this what we mean by improvement?
