Hawaii is so shy about using a state lottery, which could help fund solutions to many problems that the state is struggling to solve.
The government cannot tell people or force them to save or how they should spend their money. Why not give the public some relief from increased taxes?
It seems the state is more concerned about visitors and those on welfare. Those who live, work and pay the increasing taxes are asked to shoulder the burden and receive no thanks. Our system here in Hawaii needs updating, experienced personnel and efficiency in services.
