For several weeks now I have been reading about an unclear understanding of what a “speed limit” means. I think the best way to wade through this muddled controversy is to ask the agency that enforces it: The Honolulu Police Department (HPD).
It seems simple to me that if there is a posted speed limit of 45 mph, then you cannot exceed that limit.
I have heard different opinions about “road speed” and “suggested” speed limits. However, having over many years received three speeding tickets myself, for traveling 15-20 mph over the speed limit, I am not about to test law enforcers again.
You are welcome to go however fast you want to go, so long as you are traveling safely. As for me, I will go the speed limit and no faster.
HPD should clarify this controversy so we all know where it stands.
