Clarence “Ku” Chang, attorney Summer L.H. Sylva, attorney David Kimo Frankel and Maxine Kahaulelio are all smiles following oral arguments in front of the Hawaii Supreme Court. Kahaulelio and Chang are the plaintiffs who have brought the suit accusing the DLNR of breach of their constitutional duties, as trustees of the State’s ceded lands, to protect and maintain the public trust land, by failing to take “concrete steps to investigate, monitor or ensure compliance” with the lease of the Pohakuloa Training Area.
