The proposal encouraging drivers to use hazard lights at pedestrian crossings puts the onus on drivers and frees the city of responsibility for pedestrian injuries and deaths.
Instead, the city should install overhead LED HAWK Signals (High Intensity Activated Crosswalk signals), as well as LED RRGBs (Rectangular Rapid Flashing Beacons) to assist pedestrians crossing busy streets.
These are used effectively in Ann Arbor, Mich., and many other cities. When the device is activated by a pedestrian, the bright flashing LED lights turn on, so drivers know, without seeing, that kupuna and others are in the crosswalk.
We need to change our attitude to pedestrian first, not driver first.
