In October, Ewa Field historian John Bond examined one of 28 huge concrete pilings arrayed around the perimeter of the former aircraft warmup ramp. Donovan Lazarus, commander of American Veterans Hawaii, took responsibility for putting the barriers up in July without permission or permits.
