In response to the Star-Advertiser editorial that addressed the demand by the City Council for a thorough outline of the mayor’s plans to enforce Bills 51 and 52 (“Move ahead on homeless laws,” Star-Advertiser, Our View, Nov. 10): The Star-Advertiser may not know some facts about the lack of enforcement of many ordinances here in Honolulu.
In reality, the city rarely enforces many laws and does not have the funds to enforce most important laws. Even if the Council passes a bill that becomes law, this mayor and many in the past have not lifted a finger to enforce those ordinances, either because of funding, staffing issues or personal dislike of a new law.
The Council wants to make sure these two ordinances really are going to have an impact. Or are they just talking points for the mayor’s political future?
