Reasons given for not voting are many, but there would be no reason for not voting if voters are given the option of voting their dissatisfaction instead of for a candidate.
Include a line item on the ballot where the voter can mark, “I am not satisfied with any candidate.” Perhaps then the voter will vote on other issues with a yes-or-no option. No one then has a reason for not voting.
Hawaii’s voting percentage would increase, and a winning candidate will know how many votes expressed dissatisfaction without a dissenting vote for a different candidate.
