Various traffic signals have various displays: Some never give the pedestrian a chance to cross, some display the walking figure and immediately go to the countdown; others show the figure for quite a while and then begin the countdown.
In the interest of safety and uniform understanding, the figure should always appear for a while and then begin the countdown. No wonder so many pedestrians are being hit when the lights are not uniform in their display.
