The Third Annual Hallowbaloo Music + Arts Festival promises to be the biggest ever as it converts the downtown arts district into a big costume party on Saturday, Oct. 30.

Promoter Mark Tarone gave the exclusive first look at the lineup to TGIF this week, relaying that two much-buzzed-about indie bands will make their Hawaii debuts during the street fest.

At 7 p.m. on Oct. 30, the dozen or so members of the New York City-based Budos Band (pictured) will deliver their powerful Afro-funk instrumental sound. Their third album, “Budos III,” was released last month.

At 8:30 p.m., Los Angeles Cambodian psychedelic rock specialists Dengue Fever hit the stage, fronted by singer Chhom Nimol, who was famous in her home country before she and her family emigrated to Long Beach, Calif.
The documentary of the band’s visit to Phnom Penh, “Sleepwalking Through the Mekong,” played at the Hawaii International Film Festival.

The Budos Band will also open for another music act making its Hawaii debut, the neo-hippie collective Edward Sharpe and the Magnetic Zeros, the night before on Oct. 29 at the Waterfront at Aloha Tower Marketplace, also being promoted by Tarone.

Local bands and DJs confirmed so far to perform include Kings of Spade, Painted Highways, Mano Kane, Soul Revival Sound System, the Hollow Spheres, Falcon Lord, Shopping List, and DJs Eskae, Mr. Nick and Kitty Lee.

TWO installations by local artist Jeannie Randall will also be new this year at the street festival.
One is the “Green Scream,” where people can stand in front of a green screen and instantly become part of a Halloween film clip that will be projected on a giant screen.

The other is “DIE-NASTY,” a synchronized video projected into multiple windows on the second floor of a building across the street from the ARTS at Marks Garage on Nuuanu Avenue. It promises to depict what looks like a horrific event happening inside the building, with characters going from window to window.

Renowned soul/funk turntablist DJ Logic is the highlight of Hallowbaloo’s club crawl until 2 a.m. With the purchase of a wristband ($10 before 7:30 p.m., $15 afterwards and $20 without costume), partygoers can check out the action at thirtyninehotel, NextDoor, Bar 35, the Manifest, Indigo, theVenue at BambuTwo, SoHo Mixed Media Bar, and the Mercury Bar.

Hallowbaloo is a combination free street festival and for-pay club crawl. The entertainment will take place on five outdoor stages, eight clubs, a large collection of local bands and DJs, and thousands of costumed revelers.
Tickets for the Edward Sharpe/Budos Band Oct. 29 concert go on sale Saturday, Sept. 11, for $25 ($30 at the door) and will be available at www.honoluluboxoffice.com (550-8457) for those 18 and over.
