A 34-year-old man
accused of firing multiple gunshots at police vehicles as officers pursued him in Waianae allegedly was
under the influence of
crystal methamphetamine at the time, according to a court document.
Frank A. Hampp appeared before Judge James Kawashima on Wednesday after he was charged
Tuesday with three counts of first-degree attempted murder and one count of
being a felon in possession of a firearm. Deputy Public Defender John Foster pleaded not guilty to all charges on Hampp’s behalf.
Kawashima confirmed Hampp’s bail at $1 million.
According to a court
document, police pulled over a gray Nissan Maxima on the H-1 freeway near the Makakilo offramp shortly
after 10:20 p.m. Saturday
after the vehicle committed several traffic infractions.
A male driver stepped
out of the vehicle with both hands in the air when the passenger identified as Hampp slid over to the
driver’s seat and fled in the Nissan “at a high rate of speed.”
The driver told police
he had just met Hampp
earlier that night at a house in Waipahu where both were using crystal methamphetamine — “ice.” While there, Hampp asked him for a ride to Waianae.
When Hampp saw the police vehicle’s flashing blue lights while they were on the H-1, he became agitated
and told the man to keep driving. Hampp also told the driver: “I’ll go back to prison for life if you stop. I have a gun and (I’m) going (to) shoot it out. I going shoot.
I going shoot,” the court document said.
Police issued an all-points bulletin for Hampp and the Nissan.
About a half-hour later, police spotted the vehicle on Farrington Highway and Nanakuli Avenue. As police pursued the Nissan, Hampp drove erratically and struck a fire hydrant.
The Nissan continued
on the highway when at some point, police said Hampp fired multiple gunshots at two marked police vehicles and a subsidized vehicle, causing damage
to at least one of the vehicles.
No injuries were reported.
Hampp then exited the Nissan, jumped over a fence and ran to a friend’s apartment at the Waimaha-Sunflower complex.
The Honolulu Police
Department’s Specialized Services Division responded and area residents evacuated the area. Police also
recovered ammunition from the Nissan.
More than 17 hours later, Hampp surrendered to police at 4 p.m. Sunday.
He has a criminal record of abuse of a family or household member, promoting a dangerous drug, possession of drug paraphernalia, escape and burglary.
