Shannon Alivado, director of government relations for the General Contractors Association of Hawai‘i, has been nominated to the Honolulu Police Commission by Mayor Kirk Caldwell.

If approved by the City Council, all seven members of the closely watched commission will have been selected by Caldwell.

Alivado would replace current Commission Vice Chairwoman Cha Thompson, who was appointed by former Mayor Peter Carlisle at the end of 2012. Alivado is a graduate of the William S. Richardson School of Law and formerly was a research and legal affairs associate for the Land Use Research Foundation of Hawai‘i.

Of the six current commissioners, only Commission Chairman Max Sword was initially appointed by someone other than Caldwell. Sword was first appointed by former Mayor Mufi Hannemann in 2009, reappointed by Carlisle in 2011, and reappointed by Caldwell in 2016 for a term that ends Dec. 31, 2020.

The five others were appointed by Caldwell. They are Karen Chang, Dick Grimm, Jerry Gibson, Steven Levinson and Loretta Sheehan.

Levinson and Sheehan, along with Thompson and former Commissioner Eddie Flores Jr., selected new HPD Chief Susan Ballard in late October. Sword recused himself after acknowledging that one of the chief candidates was a first-cousin to his wife. Chang, Gibson and Grimm are recent appointees.
