The report was based on an analysis of the 50 states and District of Columbia across 21 key metrics including teachers’ income growth potential, pupil-teacher ratio and teacher safety.

With a score of 39.19, Hawaii was second-to-last, just 1.47 points higher than the last-ranking state, Arizona. New York and New Jersey ranked No. 1 and No. 2 in the report with scores of 68.12 and 66.43, respectively.

Hawaii ranked 51st, or last, in the average starting salary for teachers, as well as last for the average annual salary for teachers when adjusted for cost of living. Hawaii also ranked in the lower third for teachers’ income growth potential (42nd) and quality of school system (39th).
