Trump has turned over tax returns — for lawsuits and loans

WASHINGTON > While Donald Trump won’t publicly release his income tax returns, the New York businessman has turned them over when it suited his needs — if he stood to make a profit, needed a loan or when a judge forced him.

Pennsylvania gaming regulators were given at least five years’ worth and eight boxes full of Trump’s tax documents. Nevada, Michigan, Missouri, Indiana and other state gaming officials also had access to multiple years of his returns. Large banks that lent Trump money over the years have also obtained Trump’s returns.

One common thread ties all those who have seen the documents: They can’t talk about them.

Such legal restrictions leave the public with only small glimpses into what Trump’s taxes might hold.

In Monday night’s debate, Democrat Hillary Clinton cited documents unearthed by reporters to question whether Trump doesn’t want to release his tax returns because he has paid little or no federal income taxes.

Trump’s response? “That makes me smart,” a comment he disavowed just minutes after the debate. Asked by reporters if he had admitted to not paying federal income taxes, Trump said, “I didn’t say that at all.”

Clinton cited documents unearthed by Politico showing Trump didn’t pay any federal income tax during at least two years in the early 1990s because he lost more money than he earned. Other documents show he also didn’t pay any federal income taxes in 1978, 1979 and 1984.

Voters know little about Trump’s more recent finances beyond his own self-reported estimations of his wealth and listings of his business interests.

In all cases reviewed by The Associated Press, each person, organization, company or government office that has seen Trump’s tax returns is barred from discussing their full contents by professional or legal restrictions.

For example, employees of the Pennsylvania Gaming Control Board could face criminal penalties if they leaked information from Trump’s tax returns maintained in the board’s electronic files, said board spokesman Doug Harbach.

When asked whether Trump had turned over any returns to the Missouri Gaming Commission, officials said they were barred by state law from saying what Trump turned over.

“I could not tell you whether we had them,” said Edward Grewach, the commission’s general counsel.

Responses like these leave the decision to publicly release the taxes solely with Trump, who has repeatedly refused. Trump has cited an IRS audit as his reason for withholding the information, but the IRS and tax experts have said an audit doesn’t bar Trump from releasing his taxes. At the debate, Trump said he would release his returns — over what he described as his attorney’s objections — only after Clinton released roughly 30,000 emails she had deleted from her private server that she had deemed personal.

Earlier this month, Donald Trump Jr. gave a different reason why his father wouldn’t release the returns: The American people would ask too many questions.

“He’s got a 12,000-page tax return that would create . financial auditors out of every person in the country asking questions that would detract from (his father’s) main message,” the younger Trump told the Pittsburgh Tribune-Review.

Since 1976, every major party nominee has released the returns and Clinton has publicly released nearly 40 years’ worth. Even Trump’s running mate, Indiana Gov. Mike Pence, released 10 years of his tax returns.

Tax returns don’t measure net worth, so they wouldn’t verify whether Trump is worth the $10 billion he says he is. But the returns would reveal how much Trump earned from his assets, helping someone work back to an approximation of his net worth.

Trump’s own estimates of his income and net worth have previously been scrutinized by those who had access to his tax returns.

For a decade, Trump tangled with New York City authorities over his city tax bill, a battle first reported in June by journalist David Cay Johnson in The Daily Beast.

In Trump’s 1984 tax filings, he said he had lost money during a time in which he had just completed Trump Tower and regularly boasted about the success of his business deals. Trump also declared that he was primarily a consultant that year, and that his consulting business had $684,000 in business expenses and no income. He provided no receipts to justify the claimed expenses.

City tax authorities didn’t buy it — and after Trump appealed his tax bill, they fought with him for the next 10 years. Trump lost and was ordered to pay the taxes on more than $1 million in income.

Trump’s multibillion-dollar fortune has been questioned by banks that demanded his tax returns before lending him money. Commercial lenders generally require both personal and business tax returns as part of a loan application, and Trump provided such information to North Fork Bank in 2004 and 2005.

Though the bank’s evaluations aren’t public, discussion of them in a later deposition of Trump revealed they were unflattering. The deposition was taken in a defamation lawsuit Trump filed against journalist Tim O’Brien, who wrote a book that questioned Trump’s net worth. Trump lost the suit.

“(North Fork) concluded in their estimation that your net worth was actually $1.2 billion instead of $3.5 billion as you claimed. Are you aware of that?” asked O’Brien’s attorney, Andrew Ceresney.

Trump said he had not known that, but dismissed the quality of the bank’s opinion.

“The numbers are wrong,” he said.

North Fork wasn’t alone in marking down Trump’s net worth. Deutsche Bank also reviewed Trump’s finances as of 2004, deeming him to be worth “give or take $788 million,” Ceresney said in the deposition. The attorney did not say whether Deutsche Bank relied on Trump’s tax return in its calculation.

Deutsche Bank declined to comment about its evaluation of Trump’s worth, but the bank is required to keep customer information confidential by law. Capital One Bank — it bought North Fork in 2006 — did not respond to requests for comment by phone and email.

O’Brien did not respond to requests for comment, but in a story he wrote for Bloomberg, O’Brien said he was barred from discussing the contents of Trump’s tax returns because they were produced under seal in the court case.

In addition to a suggestion of his worth, Trump’s tax returns would reveal his charitable contributions. Despite boasting of sweeping generosity, the AP reported more than a year ago that there is little record of substantial personal philanthropy from Trump.

Trump has been dogged by questions about his personal giving and how his namesake foundation operates. The Washington Post has reported that Trump used donations given by others to pay for legal settlements, political contributions and even purchase portraits of himself.

Public disclosure would resolve many of these questions for voters.

A new Associated Press-GfK poll found that just under half of registered voters— 46 percent — say it is very important for candidates to release their tax returns, though Democrats were far more likely say it was very or extremely important than Republicans.

A recent Monmouth University poll also found that most Americans are aware that Trump has not released his tax returns, and just over half think it’s because he is hiding something he does not want the public to know.

You do not get something for Nothing, Voodoo economics, which is the main reason for our public debt will not balance the budget and will not help the economy. The only thing Voodoo will do is to increase income inequality and crash the economy. Shame republicans never listened to Papa Bush when he first labeled it Voodoo economics. Today the Donald wants to practice Voodoo on steroids. Yes, he would soon make GW Bush look good.

        I think what we have now is Doodoo economics, and we are deep in it.

        When you pay the bills by printing massive amounts of money, i.e. our current Quantitative Easement, it seems to be like rainfall: it is sprinkled around and works for a while but you will soon need more. It seems to mostly promote speculation rather than production. It results in real inflation in anything that has real value, such as housing.

        I don’t know what the answer is, but I do not think it is more Doodoo.

          Ask Trump’s economists who say you should forget the deficit and spend, spend to grow the ecomomy (these economists sound more like liberals like Paul Krugman– this is the new philosophy he follows based on the fact that cutting spending and austerity have not worked for Europe. Trump will increase the deficit tremendously to grow the economy and some on his economic panel have written articles and books about this.

        It is amazing how ignorant some people are about the national debt. It has resulted from something called “deficit spending,” which means the government spends more money than it takes in and has to borrow the money to cover the deficit, most of which goes to pay for “entitlements,” also known as welfare. Both democrat and Republican presidents are guilty of doing it, but the King of deficit spending and the President who has added the most to the national debt is Obama.

          Keolu that is false.The republican congress has stonewalled the president from day one of his two terms. The president has had to exercise his executive privilege on several occasions to do what is right for the people. Congress has shut down government to deter the president but he has had the balls to ignore them and continue to do what is best for the common people. All the republican congress has done is to kiss the as- of the 1% mega rich. If you disagree then explain to me why the president’s approval rating is at a record high of 58% and the Senate is in serious trouble of losing the majority.

My point was that the national debt has resulted from deficit spending by Democrats and Republicans alike and that the debt doubled under Obama because more deficit spending has occurred during his administration than under the administrations of previous presidents. That is a fact. You give Obama credit for reducing the budget deficit, buy you ignore the fact that he first tripled the budget deficit before decreasing it. He is the King of deficit spending. That is a fact. It also is a fact that he added more to the national debt in his almost eight years in office than all other presidents combined. Oh, yes, I almost forgot – 59% of federal expenditures in 2015 were for welfare.

She also denied she made a statement about an eating disorder which was debunked by an interview she gave 1 year prior. How’s about TPP, E mails, Benghazi, etc. Crooked Hilliary has and will say anything and lie through her teeth for a vote. Just ask Obama. She has no remorse.

      Everything is just a game to Trump and he’ll do whatever it takes to avoid taxes as long as he can get away with it. Getting audited every year is not a common thing for any individual unless you are flagged as a chronic violator. Releasing his tax returns to the public probably would invite investigation from the justice department for tax evasion too, so there’s a lot of reason why he is hesitant to release it. They already are under the microscope for allegations of Trump using his non-profit Trump Foundation as a slush fund to avoid taxes.

      Lunalilohi, your facts are a bit off. Congress appropriates money for the Federal government but it does not have the power to spend one penny. The Executive branch is responsible for controlling and spending money appropriated by Congress. During Obama’s almost eight years in office, money has been appropriated by Democrats and Republicans. Democrats controlled both houses of Congress during the first two years of the Obama administration. Republicans have controlled the House since 2010. Democrats controlled the Senate until 2014 when the Republicans took over. Thus, Republicans have controlled appropriations for less than two years of Obama’s presidency.

    Invest money in things like assets, companies, that have depreciation

    This means you are INVESTING your hard earned money into this economy
    That creates jobs

      No, I think you are not quite right. He has been involved in 3500 lawsuits, but not sued 3500 times.

      About half were him suing deadbeat gamblers from his casinos who would not pay their bill.

      I recall there were about 450 for which we know the details and court resolution, of which he won the vast majority.
      (I recall from a USA article that he lost 35).

    I think the biggest reason Trump does not release his taxes is because the public, even many Republican voters, would be outraged at the years he has not paid taxes. All this while living a lavish lifestyle. The media would have a field day on his account and a lot of financial and tax analysts would find a lot of dirt that make him wish he did not run for office to begin with.

    I can’t believe I’ve read all these posts. We go brought this every four years. My, things HAVE changed. Unfortunately I cannot delete all of this from my mind like Hillary did with her emails. But worse yet, I cannot believe I paid more taxes than Trump on several of those years. During those years I packed cold cut sandwiches or ate instant ramen like it was going out of style while Trump ate at fine dining establishments and lived in a mansion or two. Augh! Someone needs to invent a medication to delete these facts from my mind. While they’re at it they need to invent a bottle that will remind me why I go to work and lay taxes. One with a big screen and a great audio. Wait, that’s called a tv and surround system. Wait, never mind the screen on those prescription bottles. I don’t want to see advertisement for those inhalers that cost more than my years’ supply of instant ramen. I might end up needing those medications that they prescribe to patients at mental hospitals. Wait, maybe that’s not so bad at all. Hey, Doc, can I see you about these things on my mind?

Just give Hillary a four game suspension for deleting and Trump a four game suspension for lying, cheating and stealing. No? Okay how about we just cancel this year’s Super Bowl and invite everyone for a UFC match between Hillary and Trump. At least we’ll all be entertained and no one will lose a dollar because the betting lines will be out on this one. Nevada will take bets on who will come out the winner only if Trump releases his tax returns. I for one would trade the Super Bowl for this mythical fight. Wait, Tom Brady is in the crowd! He has thrown something to Trump. It’s Vaseline! Hillary can’t get a grip on Trump as she tried to get out of the hold. Wait, it’s BJ Penn and he’s pointing to Trumps glistening body. He’s claiming it’s grease! The referee stops the match and calls the commissioner, Roger Goodell. Brady brings in BleedGreen who objects. While they discuss the matter Trump has Hillary in the hold. Wait, Popeye comes out of the crowd and gives Hillary a can of his spinach. Hillary eats the spinach and transforms to the Hulkster blond hair and all complete with the famous bald spot. Hillary gets off the hold and pins Trump as the commissioner convenes with BleedGreen. WaianaeBoss brings in the union bosses with him and the continue to discuss the matter. Another referee comes in. It’s Cruz! Has he turned on Trump? He slaps the ring floor for the count of three and we have a new champion! Wait, the commissioner has decided that the match is not over. He finds the tax papers to show that they are actually the deleted emails from Hillary! What was Trump doing with them? Was he in cahoots with Hillary to sabotage the Republican Party? Stay tuned to the never ending drama if the presidential election…

    The story is about Trump not yet releasing his tax returns. Why are liberals and the liberal media making such a big deal about it? Obama did not provide evidence of his birthplace in Hawaii until April 2011, three years into his presidency, yet liberals and the liberal media gave him a pass the entire time. Obama has refused to release his academic records, but it is of no concern to liberals and the liberal media. Hillary has refused to release transcripts of her speeches to Wall Street firms for which she was paid more than $200,000 per speech, yet liberals and the liberal media could not care less about it. So why are liberals and the liberal media piling on Trump for not releasing his tax returns? It can be argued that the public has a right to know about these things, but producing such documents is not a Constitutional requirement or qualification to run for or serve as President.

    you know what trump should have said to Hillary, I e-mailed you my tax returns but you destroyed them with the other 33,000 e-mails no one can prove he was not telling the truth. it would be his word against Her in the the debate, so that would put the issue to rest. because they could not prove it.
