Survey of Honolulu Police Department officer misconduct surprises national experts

ACCUSED OF WRONGDOING

Nearly 1 of every 6 Honolulu Police Department officers has been taken to court since joining the force over allegations of criminal or civil wrongdoing. Some officers have had multiple cases against them. The Honolulu Star-Advertiser counted criminal prosecutions, temporary restraining orders and civil lawsuits alleging excessive force, unlawful arrests or other violations.

NOT IN GOOD COMPANY

Based on officers arrested on suspicion of criminal violations, the Honolulu Police Department had the 10th-worst per-capita rate in the country among the 80-plus agencies with at least 1,000 full-time officers, according to data from a Bowling Green State University study. On a per-1,000-officers basis, HPD had the 11th-worst rate. Researchers analyzed officer arrests from 2005 to 2011. The researchers cautioned against using the data to compare one agency with another, saying such comparison could be inaccurate because of differences in local conditions.
