Governor William F. Quinn in one of a series of reports requested by the State Legislature points out the need for expanding the program for Ha-waii’s retarded children.
The present program, Quinn says, covers only about 18 per cent of the educable retarded children and 54 per cent of the trainable children of school age.

50 per cent, Quinn says.
In nine other reports to the Legislature, Quinn points out that:
1 — Since the narcotic addiction problem in Hawaii is a small one and that present laws are adequate, no major changes will be made in the present code regarding enforcement of the control of narcotics.
2 — The State has installed addtiional magnetic detectors and special timers to increase efficiency of signal control at the King-Kapiolani-Harding-Kapahulu-Waialae-Old Waialae complex.

4 — The State Department of Education does not see a need for the enlargement of the Ewa Elementary School library or its cafeteria or for the construction of a shop building.

6 — The State Department of Education finds it infeasible for the Library of Hawaii to supply specialized reference materials to Waianae High School and other schools in isolated areas. …

8 — All dental hygienists have been afforded an additional opportunity to reconsider their transfer from the Department of Education to the Department of Health.
