Caldwell OKs tax to help preserve Waikiki

Caldwell signed into law Bills 81 and 82, which will tax Wai­kiki commercial property owners to help fund coastal protection. Restoration of the Royal Hawaiian groin, built around 1927, is slated to be the first use of the new revenue.
