2 charged with selling driver’s licenses to non-citizens
A federal grand jury has indicted two people on Oahu for allegedly creating false driver’s licenses and selling them to foreign citizens who are in the United States illegally.
Indicted Wednesday were In Chan Park, 53, of Honolulu, and Paige Teruya, 47, of Waipahu.
According to the indictment, Park is a driving instructor who conspired with Teruya, a clerk at the Dillingham office of the city Driver’s Licensing Division, to produce the licenses without lawful authority. Teruya is a state employee, officials said.
The indictment also charged both defendants with having produced Hawaii driver’s licenses without lawful authority on three separate occasions.
U.S. Attorney Florence Nakakuni, in a release, said Park provided information to Teruya, who inputted the data into the state system in order to produce driver’s licenses.
If convicted, the two face up to five years on the conspiracy charge and up to 15 years on the other three charges, plus possible fines of up to $250,000.

Arraignment has been set for Nov. 22.
