A Honolulu Police Department sergeant credited with developing an operational plan to a mock terrorist attack at a military installation during a heavily attended event was named HPD’s Employee of the Third Quarter recently.

Sgt. James “Kimo” Smith, who is assigned to the Windward district’s Crime Reduction Unit, developed the plan on top of his regular duties. Smith is also credited with training more than 100 officers who will provide security during next year’s Asia Pacific Economic Cooperation conference in Waikiki.

The Narcotics/Vice Division’s Hawaii Airport Task Force was named the quarter’s top unit. During the three months of the quarter, the unit netted 21 pounds of marijuana with an estimated street value of nearly $1.2 million, 31 pounds of crystal methamphetamine valued at more than $250,000 and $45,000 cash.

Officer Robert Sakura received a merit certificate for saving the life of a suicidal man at the Kaahumanu Overpass while 12 members of the Hawaii Army and Air National Guard received appreciation letters for their partnership with HPD’s Traffic Division during the annual Junior Police Officer Field Day Competition.
