Three companies cited for air permit, pollution violations

The state Department of Health’s Clean Air Branch has issued notices of violations against three companies — CTS Earthmoving, Inc., Resort Construction Managers, Inc., and R.H.S. Lee, Inc. — for air permit and pollution violations.

CTS Earthmoving Inc. paid a $5,700 penalty after the company was cited for failing to conduct a 2009 performance test on the 357 TPH crushing and screening plant that can be moved throughout the state, health officials said.

The violation was discovered on June 15 during a record review.

Resort Construction Managers, Inc. had a $10,100 penalty imposed for not taking reasonable precautions to prevent “visible fugitive dust” from becoming airborne at the Koloa Landing at Poipu Beach construction site, health officials said.

The fugitive dust violations occurred on March 17 and 18.

Resort Construction Managers, Inc. has requested a hearing to contest the Health Department’s order, health officials said.

R.H.S. Lee, Inc. was cited for exceeding its “visible emission permit limit of 15 percent by emitting 22 percent opacity for a six-minute average” on its mobile crusher, health officials said.

The violation was discovered during an annual inspection conducted on March 29 at the Macomb Road/Radar Hill construction site in Fort Shafter.

The opacity violation has a penalty of $5,000 and R.H.S. Lee, Inc. has requested a hearing, health officials said.
