New Big Isle jail procedures follow detainee’s mistaken release

HILO >> Procedures are being changed at the Hawaii Community Correctional Center after a man police consider dangerous was able to leave the facility while police were there to arrest him on a new warrant.

Warden Pete McDonald says jail employees followed protocol when 29-year-old Kaulike Rice was released from custody on Oct. 13.

Police and Public Safety officials had arranged to pick up Rice at the facility on a new warrant, but McDonald says Rice ran from the lone police officer assigned to arrest him.

Rice was indicted Oct. 12 by a grand jury on suspicion of burglary and other charges. He was being held at the jail in an unrelated matter.

McDonald says under new procedures, when an inmate with a warrant is being released, police will have to come into a secure part of the jail to make the arrest.
