Honolulu lawyer John Carroll has filed papers to become a candidate in the September Republican gubernatorial primary.

Carroll announced today he had filed his candidacy papers with the state Office of Elections.

Carroll was a pilot for the Texas Air National Guard and Hawaiian Airlines and later a state legislator.

He sought the GOP nomination for governor in 2002, but was trounced by Linda Lingle, who went on to win the post in the general election.

The 80-year-old Carroll says he wants taxes lowered, more authority transferred from state school officials to local schools and teachers paid more.

He will face Lt. Gov. James “Duke” Aiona for the GOP nomination.
