Honolulu signs sister-city agreement with Cook Islands during FestPAC

Honolulu Mayor Rick Blan­giardi on Friday morning signed a sister-city agreement with Avarua, Rarotonga, Cook Islands at the Hawai‘i Convention Center during the Festival of Pacific Arts & Culture.
