The Carvalho family sits on the floor after most of their living room furniture was sold. Sarah Carvalho’s
husband, Sgt. First Class Manuel C. Carvalho, a 14-year Army career man, left Oahu a month ago on a
three-year tour of foreign duty, she said. Mrs. Carvalho and her eight children had planned to join him in
West Germany, but the government announced that as of Oct. 9 it would not send dependents of military
and Defense Department personnel to Europe. She said it would cost more than $2,500 in commercial airfare
for her and her sizable family, and she cannot afford it.
