If Gov. David Ige would like to declare an emergency proclamation, he should drop the current one and declare one for Kamehameha Highway at Laniakea.
Due to the turtle viewing in this area, there are four-mile backups daily, taking an hour to pass in each direction. Due to the congestion, I have witnessed numerous accidents, a hit-and-run, people driving along the road (not on it), many people nearly getting hit trying to cross the road, and an entire family nearly flattened by a 20-ton dump truck. Yet the state does nothing.
Laniakea, that is where the real emergency is.
