Rail’s first problem started with trust. This was because then-Mayor Mufi Hannemann and the City Council tried secretly to force it upon us.
This caused the people to suspect the project’s every move.
So many opposed the rail that a vote was needed for it to proceed. The campaign was one-sided. The rail was endorsed by the city, the mayor, the construction industry and the unions, which collectively spent millions to promote it. Despite their overwhelming support, rail barely won.
After 10 years, there’s still mistrust. Because of many hidden details, the project still remains unfinished, is billions over budget, is out of funding, and is now under federal investigation. Can we trust the Honolulu Authority for Rapid Transportation when it comes looking for more money?
