Congress is abrogating its responsibility to pass a funding bill.
Both houses are duty-bound to develop a bill that draws sufficient votes in both chambers prior to approval by the president. That is their job; it is why we put them there.
Threats by the president to veto the bill before it is in its final version may be noteworthy, but they are no cause for Congress to stop working on an agreeable compromise.
If the president vetoes the bill, then blame him for the shutdown and other funding issues. To throw in the towel, then blame the executive for not signing a bill he has not seen in its final version, is dereliction.
