Until 2017 the Department of Land and Natural Resources allowed Atlantis Submarines to use state land next to the company’s two mooring slips for free. After Atlantis acquired rights to the slips in 1999, it eventually erected four structures on the parcel, placed a storage container there and built a short concrete driveway. In 2017 Atlantis started paying DLNR $3,000 a month in rent.
