Thirty-four police officers and six civilian employees were promoted by the Honolulu Police Department in ceremonies Wednesday at the McCoy Pavilion auditorium.
The department said Ryan Nishibun, a 27-year veteran, has been promoted to major and will head the Human Resources Division, where he was executive officer. His earlier assignments were in District 1 (Central Honolulu), District 5 (Kalihi) and the Traffic Division.
Stephen Silva Jr. and Roland Turner were promoted to captain. Silva, a 24-year veteran, was a lieutenant in District 1 and will be assigned to District 5. Turner, who has 19 years of experience, was a lieutenant in District 5 and will go to the Finance Division.
New lieutenants are: Rommel Baysa in District 8 (Kapolei/Waianae), Shellie Paiva in District 1 and Scott Vierra in District 5.
New sergeants are: Robert Canady and Wyllie Lum Jr. in District 1, Everett Higa in District 7 (East Honolulu) and Kevin Takehara in District 5.
New detectives are: Thomas Chang in the Professional Standards Office; Jonathan Locey, Kalae Phillips and James Shyer in the Criminal Investigation Division; and Andrew Maddock, Information Technology Division.
Promoted to corporal are: Keli Ah-Hoy, Rowney Martinez and Marvin Parengit, District 1; Christopher Bugarin and Mark Kealoha, District 3 (Aiea/Pearl City/Waipahu); Patrick Bugarin, Christel Davis and Jason Hendricks, District 8; William Daubner, Michael Dela Cruz, Woo Kang, Vernon Kleinschmidt, Joseph O’Neal and Adam Schonhardt, District 5; Celestino Herana Jr., Billy Masaniai and David Young, District 2 (Mililani/Wahiawa); Tyler Medeiros, Criminal Investigation Division; and Jacob Miyashiro, Traffic Division.
The six civilians are: Amber Alarcon, promoted to police radio dispatcher 1, Communications Division; Adelaida Domingo to senior police documents clerk, Records and Identification Division; Lorna Eugenio to police documents clerk, Professional Standards Office; Bradly Hirata to 911 emergency response operator III, Communications Division; Richard Perron to police evidence specialist III, Scientific Investigation Section; and Wanda Wallis to senior account clerk, Finance Division.
