Residents of District 6 face one of the higher concentrations of failed city roads — the worst of the worst — based on a survey completed late last year. More than 21 lane-miles of road, representing nearly 5.5 percent of the district’s total city lane-miles, were found to be "failed."

The district also has the largest number of failed roads that so far don’t show up on the city’s repaving schedule. A Star-Advertiser analysis found 30 failed road segments for the district not appearing on the list.
City officials in charge of repaving say many of these roads are in the design phase and will eventually go out to bid for construction. District 7 had the next closest number of failed roads not on the list, at 14.
Despite the high quantity of failed roads, more than 75 percent of District 6’s total lane-miles were found to be "fair" or better. Three other districts had higher percentages of roads deemed at least fair. Those same three, Districts 1, 7 and 8, also had lower percentages of substandard roads deemed "poor" or worse.
Islandwide, 72.2 percent of island roads were fair or better, while 27.8 percent were found to be poor or worse, based on last year’s survey.

THE PAVEMENT CONDITION INDEX
To rate how badly damaged a road’s surface is many cities including Honolulu use a U.S. Army Corps of Engineers-designed point system. Roads are scored between 0 and 100, 0 being the worst and 100 being the best. The score is calculated mainly using three criteria: the type(s) of damage, how severe the damage is, and how extensive it is.
Because it’s a score, there could be different types of damage seen in different categories. Here’s a general idea of what drivers can expect.

Some roads may have been repaired since the City and County of Honolulu conducted its survey in 2012. An asterisk (*) denotes city road segments that are not listed on the city’s repaving schedule. Many of those roads are still in the design phase and will go out to bid for construction within a year, officials say.
