A 36-year-old man has been charged for allegedly masturbating in the apartment of a woman on Punchbowl Street.

Richard Howard, of a Punchbowl Street address, was charged Monday with first-degree burglary and fourth-degree sexual assault. His bail was set at $50,000.

Police said the 29-year-old woman was asleep in her Punchbowl Street apartment about 4 a.m. Sunday when she woke up to the man masturbating next to her bed. The man ran after she yelled at him. Officers responded, but couldn’t find the man.

Police said the man later went back, knocked on the door, apologized, and asked the woman why she called police.

Responding officers found the man and arrested him without incident.

Police said the man lived near the woman’s apartment building, and she apparently didn’t know him.
