The Honolulu Liquor Commission fined a Keeaumoku Street strip club $3,700 today for allowing prostitution and several other offenses during an undercover police investigation last August.

The owner of Club Sandy, Oanh Hartzell, pleaded no contest to nine violations, including failing to suppress lewd or immoral conduct on the premises, allowing a person to touch the private parts of another person, and allowing an employee to solicit food or beverage from a customer while on duty. All of the violations took place on or about Aug. 4.

According to a city deputy prosecutor, an undercover Honolulu police officer entered the bar at 815 Keeaumoku St. and was approached by an employee who asked him to buy her a drink. The officer bought six drinks for the woman, who then asked if he wanted to go into a private room and that “she would do anything that he wanted,” the deputy prosecutor said.

The officer asked to have sex, and the woman agreed to it for $250. The officer gave the woman $200, and she took off her clothes and started to do a lap dance when the officer made a signal for the arrest.

Liquor investigators entered after the arrest and issued citations to the bar.
