State officials, experts question the practicality of group’s pesticide report

State regulators and experts in the fields of health and environmental science say that many of the recommendations put forward by a joint fact-finding group convened to study the potential hazards of pesticide use by large agricultural operations on the west side of Kauai likely aren’t useful, would cost millions of dollars annually and in some cases exceed state resources and expertise.
The study group, originally composed of nine Kauai residents with diverse backgrounds, and facilitated by mediation specialist Peter Adler of consulting company ACCORD3.0 Network, spent months sifting through scientific research and health data to evaluate whether there is any indication that pesticide use on the west side of Kauai is harming the environment or human health.
The group’s focus was on pesticides being sprayed on fields by Syngenta, Dow AgroSciences, DuPont Pioneer, BASF Plant Science and Kauai Coffee, companies that have come under intense scrutiny in recent years with efforts by members of the Kauai County Council to force greater regulation of the industry.
The final draft of the group’s report, released last week, found no evidence that pesticides were making people sick or that they posed a significant risk to the environment.
However, the report’s authors concluded that more studies needed to be done.
In recommendations sent to Gov. David Ige, state agencies and local lawmakers, the report urges long-term testing of the air, dust, soil, streams, ditches and nearshore waters, particularly in areas around agricultural fields, schools and public facilities. The group also suggests testing animals, such as pigs, birds, turtles and monk seals, as well as algae, bee wax and honey, for signs of pesticide exposure.

The report also recommends that pesticide applicators and field workers who handle restricted-use pesticides undergo mandatory blood and urine tests for pesticides, while children attending schools close to ag fields and their parents be offered such tests at least once a year.
The report also urges state regulators to revise safety standards set by the U.S. Environmental Protection Agency for pesticides to make them more strict — a recommendation that a number of health experts said is best left up to the federal government.
Those are just some of the 28 recommendations outlined in the report.
‘No smoking gun’
“There is an obvious disconnect between what the document reports and shows and what the recommendations are,” said Fenix Grange, program manager for the Hawaii Department of Health’s Hazard Evaluation and Emergency Response Office. “Truly, there is no smoking gun in the report for health or environmental impacts.”
Group members reviewed health statistics on low birth weight babies, birth defects, autism, development delays in children, attention deficit hyperactivity disorder and other disabilities, cancer, obesity and diabetes — all of which have shown some association with various pesticides. There were no statistically significant differences in illness rates for west side Kauai residents and residents across the island or statewide.
For example, 7 percent of babies in Waimea, on Kauai’s west side, had a low birth weight, compared to 8 percent of babies statewide in 2012.
Cancer rates on Kauai, including the west side, were also similar to or significantly lower than the rest of state, according to 2000-2009 data from the Hawaii Tumor Registry.
Because of the small population size on Kauai’s west side, it’s difficult for data to reflect any slight increases in illnesses or disabilities. Still, the birth defect and cancer data are particularly meaningful, said Barbara Brooks, the state toxicologist, who also works in the hazard evaluation office.
“If there was an unusual number of cancers on the west side, the (tumor registry) would have picked it up,” she said.
Group members also reviewed hundreds of pages of reports, including 15 sampling studies done on Kauai, related to pesticides in the environment. The reports showed some evidence of pesticide migration, but mostly at trace amounts. Most of the pesticides are believed to be from chemicals used decades ago on sugar cane fields.
A statewide stream study did find levels of atrazine and metolachlor downstream of Kauai seed crop operations that were below regulatory standards, but were slightly above aquatic life benchmarks.
“Given the data that we have, we don’t see a big issue,” said Grange.
State unconvinced
Grange said that the department isn’t convinced that the long-term soil and dust sampling recommended in the report would be productive.
“We would not support those measures,” she said.
Given the concern among Kauai residents about pesticide drift, she said the department is planning to do some additional, but limited, air studies to try to confirm past studies that show the air is safe.
The Health Department is also planning to do a statewide surface water study on pesticides, but Grange noted this wasn’t spurred by the findings in the report.
“The state does not have a monitoring program for pesticides in water,” said Grange. “We should be able to know and tell the public whether our surface water meets standards for health and the environment.”
Bruce Anderson, the administrator for the Department of Land and Natural Resources’ Division of Aquatic Resources, also said that the group’s recommendations seemed exaggerated given the report’s findings.
“The bottom line was that there were no problems found and it is hard to justify the extraordinary expense involved in long-term monitoring of air, water and other exposures to pesticides,” he said. “There is nothing really unique about the west side of Kauai. It’s an agricultural area, pretty much the same as other agricultural areas.”
He added, “I think they dug deep to try to find problems, but didn’t find any. To their credit, they did look.”
Anderson said all of the monitoring recommended in the report would likely cost millions of dollars a year.
The report recommended that the state allocate $3 million to initiate the effort and tax all pesticide sales in the state to help pay for ongoing testing.
He said that as far as he is aware, DLNR is planning to do water sampling only at Mana Plain, a wetland bird sanctuary on Kauai’s west side that may be at risk of pesticide contamination from the seed corn fields.
Anderson is also a former Department of Health director and served as a member of the joint fact finding group for a short time before leaving to head the aquatics division. He has a doctorate in biomedical sciences, epidemiology and biostatistics.
Anderson and other state officials also said Hawaii doesn’t have the resources to revise EPA standards relating to long-term pesticide exposure, as recommended in the report.
The EPA “has toxicologists who spend their lives doing these kinds of studies and they are constantly reevaluating the data,” he said.
Scott Enright, director of the Department of Agriculture, said that he planned to review all of the recommendations and noted that the department had already begun implementing some of them. But he expressed concerns that the group’s report was laced with bias against genetically modified organisms, or GMOs.
Protests fueled study
The study, commissioned by the Department of Agriculture and Kauai Mayor Bernard Carvalho, grew out of heated protests in 2013 over Kauai County Council Bill 2491, now Ordinance 960, which increased regulatory oversight of the seed companies operating on Kauai. The law was later overturned by the courts and is currently on appeal in the 9th Circuit.
The bill sparked emotional social media campaigns and protest marches led by anti-GMO activists and residents concerned about pesticide use. Activists accused the seed corn companies of “poisoning paradise,” and some residents testifying on Bill 2491 warned of west side cancer clusters and elevated rates of birth defects.
The study was aimed at cutting through the heated rhetoric and exploring the existing data.
The group was originally composed of nine volunteer members from diverse backgrounds, including two doctors, an organic farmer, other residents with science backgrounds, and scientists who had affiliations with the biotech industry.
But by the time the final report was released, three members with ties to the biotech industry had resigned in protest. They, in part, complained that the other group members’ work wasn’t based on scientific evidence and was misleading.
Enright said that the remaining group members were largely supportive of Bill 2491, which is reflected in the report.
“They were sure that there were problems, both human health and environmental on Kauai,” he said. “At the end, the group was dominated by supporters of 2491, people who had a bias, and that is fine. And the bias was that they are going to find something when they looked and they didn’t. And that is significant for the department.”
Adam Asquith, a member of the group and a Kauai extension specialist at the University of Hawaii Sea Grant College Program, said that any suggestion that the group was biased was wrong.
“That is mind blowing and totally off base,” he sad.
Asquith said that he stood by the recommendations and emphasized that the few samples showing elevated levels of atrazine and metolachlor were significant.
“That is a gigantic red flag,” he said.
Keith Mattson, who helped Adler facilitate the group, but was not a member, said that they really sought to get past the heated emotion related to Bill 2491 and look at all of the evidence.
“It is important to note that the report did not find any causality between health and environmental harms, but it also did examine stream and air studies and did find small amounts of pesticides had been drifting,” he said. “It is really those two things that are the important things to keep in mind. While you can’t say conclusively that the environment or health is being harmed, you can’t say that nothing was found either in the environment.”

“Rubber stamping’? Probably the pesticide packages themselves have warnings about proper application….
But the advocates for pesticide bans in Kauai could care less about the report because they still want pesticides banned and those companies declared yo be criminals.
It’s “my way or the highway” for them. Unfortunately, you can’t reason with irrational people.
Maybe also study the effects of vog on residents, the amount of consumption of white rice by island residents, the amount of mayonnaise used, to determine if they also have any harmful effects on people; maybe consider banning all these if determined to be harmful. Hawaii is a joke, beyond 3rd world or 4th world mentality.
See, this is the problem. A minority spoiling it for everyone. Here you are declaring Hawaii a joke because SOME people are hard-headed anti-pesticide alarmists. Meanwhile, the majority of a Hawaii residents and the government in this article, are reasonable and rational, and understand there is no connection between pesticide use and health issues in Hawaii. No smoking gun.
I’m all for laws that prohibit others forcing me to eat mayonnaise and white rice.
This is America, and each of us should decide what we want to eat and drink and breathe, and whether or not we want pesticides in our bodies. To do this, we need to know if there are pesticides in the air, water, food – in other words, testing. Unlike eating mayonnaise and white rice, pesticide exposure can be invisible.
As the article points out, the issue is cost of testing vs the benefit. I suspect testing a sample of people’s urine/blood may be the most cost-effective.
Methinks Keith Mattson doth protest too much. His bias against agriculture is a matter of record. More importantly, if the concern is about pesticide use and not just guise to attack the biotech companies, shouldn’t the study have looked at all pesticide use, including county and state departments, extermination companies and consumer applications (where most of reported incidents come from)? After all, the large ag farms on Kauai account for less than a quarter of the use of restricted use pesticides.

None of the fears exist. Without the Pesticide Report, Kauai would remain in the dark. My opinion, the Pesticide Report is very practical and establishes that “Base Line.”

The fact that the majority of the JFF members went in thinking there was something wrong, dug deep and yet they still failed to find anything that showed farmers and agriculture were harming humans, Hawaii of our environment is huge!
Yet they want a comprehensive program based on fear. The fear flame is being fed by activists groups like PANNA and CFS. I do get the fear, after-all we all deserve to be safe, we must all dig deeper and embrace #FactsOverFear as farmers and agriculture are not harming Hawaii.

Yes a red flag. It’s not the concentration but what is the source? These may not be new but long standing from plantation days.
Exactly. While on the subject of plantation days, I know for a fact that herbicides were sprayed via helicopter on the sugarcane fields. Where was the demand for regulating the plantations out of existence back then? A question I want answered is how much of this controversy has to do with shutting down DuPont, Monsanto, etc? Don’t want pesticides. Ok. Let’s ban them all. See what happens. I want to see what is done for disease carrying mosquitors, roaches, and the termites making a meal out of the anti chemical faction’s homes. The two chemicals mentioned in this article are not immediately dangerous to life or health except in extreme quantities. I do not discount chronic hazards to health. But, if I were concerned about substances hazardous to health over the long term, I would look no further than alcohol and tobacco. It would be quite the picture to see someone become agitated about some alleged chemical drift with a beer in one hand and cigarette in the other.

It is really important to have good data when poison based agriculture is being practiced. Even today the water that comes out of the wells needs to be filtered to get the pesticides out. We would all be fools to repeat the same process based on some misguided trust.

Guys, people don’t want pesticides blown on their food. I know I sure don’t. And, pesticides kill good insects as well as bad: bees and other pollinators.
We could more readily sell food on the mainland if it were pesticide free. Who in their right mind would want food grown in paradise that is laced with poison? Hawaiian organic has a much nicer ring!
Yes, the ring of the cash register as you pay much more than necessary for ‘organic’ vs. non-organic produce. You obviously don’t know much about farming, agriculture, or pesticide use. Just about any commercial organic farm, in order to yield enough to make a profit, will also use USDA certified ‘non-synthetic’ pesticides. Try working on a bonafide commercial farm, or better yet, switch to farming as a profession for a few years, then let’s see how your perspective is.
