Earthjustice in Hawaii, the environmental law nonprofit frequently on the lookout for governmental failings, has taken aim at the state Department of Agriculture for its oversight of pesticide use.
“Lackadaisical” is how the organization described the agency’s approach in a formal complaint filed Thursday with the U.S. Environmental Protection Agency.
